CITY OF LANDER PROCLAMATION GUIDELINES
Proclamations are issued by the Lander City Mayor to honor events, recognize programs and organizations, celebrate achievements, or raise awareness of causes. Requests are reviewed case-by-case and honored at the Mayor’s discretion under this policy.
Proclamations are Ceremonial
Proclamations do not indicate endorsement by the Mayor, City Council, or City of Lander. They are not legally binding and should not be interpreted as policy endorsements. Proclamations cannot be used in advertisements or commercial promotions without permission.
Guidelines for Requesting Proclamations
Eligibility:
- Requests must come from Lander residents or organizations. Fremont County residents may request if the event is within Lander.
- For-profit entities are not eligible.
- Events outside Lander require a local chapter or office to make the request.
Issued for:
- Public awareness campaigns
- Nonprofit organizations
- Charitable fundraising
- Arts and cultural celebrations
- Recreational events
- Conferences
- Other requests considered case-by-case
Not Issued for:
- Political controversies
- Ideological or religious beliefs
- Pending ballot or legislative issues
- Campaigns/events contrary to City policies
- Duplicate requests
Other Conditions:
- No exclusive rights to days, weeks, or months
- Only one request per organization annually
- No automatic renewals; annual requests required
- The Mayor’s Office may modify or deny requests
- Alternative documents may be issued if criteria aren’t met
How to Request a Proclamation
Deadlines:
- Submit requests at least 2 weeks before the proclamation date.
- Requests accepted up to 3 months in advance.
- Proclamations delivered no more than 2 weeks in advance.
Submission:
- Email requests to rfontaine [at] landerwyoming.org (rfontaine[at]landerwyoming[dot]org)
- Include: Contact person’s name, organization, address, phone numbers, email, specific date/title to be proclaimed, date needed, and preferred delivery method (mail, pick-up, or presentation).
Delivery Methods:
- If mailed, allow time for postal delivery (free of charge).
- For presentation at an event, provide event details and contact information.
- For presentation at a Council meeting (first Tuesday of the month), a representative must attend. The number of proclamations per meeting may be limited.
Writing Your Proclamation:
- Create the first draft (4-6 “whereas” sections) limited to one page.
- The Mayor’s Office may edit the draft.
